All clubs need rules to lay the basis for everything that they do. Without a constitution banks will not allow clubs to set up accounts. The constitution safeguards the club and its members. By law anyone can challenge a club if they feel that they have not been treated properly or if they wish to change something, but the constitution has to be agreed by the members and can only be changed by the members in a vote. So one person cannot take over.
